Introduction
A good project proposal - is a prerequisite for a successful project or program. Development practitioners have to master and abide by all the components of a project - right from strategy setting/initiating, program development/planning, resource mobilization/financing, implementation and monitoring, project closing and evaluation.
In Project Cycle Management, practitioners have to master and abide by all the components of the proposed program plan, utilize effectively and efficiently its mobilized resources/finances, implement and monitor its inputs, activities, outputs and outcomes as the project is being implemented and subsequent project closing and final evaluation. Finance officers stand at the heart of the blame in case of misappropriations or inefficient practices because money controls the heartbeat of the project. Careful institutional cash management is therefore very crucial for the success of the project.
It should be noted and understood that no business and/or project can work out without proper financing. About how much and where to spend must be guided by what was strategically budgeted in the proposal. During the execution phase of the project, these funds should be availed and managed in order to facilitate the processes involved in the project. Therefore financial management is very important because it helps in the proper accountability of these funds. It also gives the donors a go ahead to support the various activities and projects in the organization.
